Σκοπός της παρούσας εργασίας είναι να διερευνηθεί η συμπεριφορά και η αντίδραση των υπαλλήλων μιας περιφερειακής υπηρεσίας της Φορολογικής Διοίκησης, της Δημόσιας Οικονομικής Υπηρεσίας (Δ.Ο.Υ) Κατερίνης, αναφορικά με τη μετάβαση της υπαγωγής της από τη Γενική Γραμματεία Δημοσίων Εσόδων (Γ.Γ.Δ.Ε) του Υπουργείου Οικονομικών στην Ανεξάρτητη Αρχή Δημοσίων Εσόδων (Α.Α.Δ.Ε), κατ' εφαρμογή των διατάξεων του Νόμου 4389/2016 και στα πλαίσια εφαρμογής του Τρίτου Μνημονίου Συνεργασίας.
Η μετάβαση στην νέα αυτή εποχή τόσο στον τομέα της διοίκησης όσο και στον τομέα της οργάνωσης των Δ.Ο. Υ σηματοδοτεί την απαρχή σημαντικών μεταρρυθμίσεων στον τρόπο διαχείρισης του ανθρωπίνου δυναμικού τους, επηρεασμένο από αντίστοιχες διεθνείς πρακτικές εφαρμογής των αρχών του Μάνατζμεντ στη Φορολογική Διοίκηση. Η έρευνα πραγματοποιήθηκε με την επίδοση ανώνυμων ερωτηματολογίων έρευνας στους εργαζόμενους της Δ.Ο.Υ Κατερίνης. Από τους 101 υπηρετούντες υπαλλήλους συμμετείχαν στην έρευνα οι 95 από αυτούς. Τα αποτελέσματα κατέδειξαν ότι υπάρχει θετική προδιάθεση των εργαζομένων απέναντι στις προαναφερθείσες μεταρρυθμίσεις, υπολογίζοντας και ελπίζοντας σε μια δικαιότερη και αξιοκρατικότερη μεταχείριση σε σχέση με το παρελθόν , αλλά με μια πολύ σημαντική επιφύλαξη και δυσπιστία για την επιτυχή έκβαση των όσων προωθεί η Διοίκηση της Α.Α.Δ.Ε, τόσο για το μέλλον τους ως εργαζόμενοι, όσο και για την πορεία της ίδιας της νεοσύστατης Αρχής.
The aim of the present study is to investigate the behavior and the reaction of the employees of a regional Tax Administration, the Public Economic Service of Katerini, regarding the transition from the General Secretariat for Public Revenues of the Ministry of Finance to the Independent Public Revenue Authority pursuant to the provisions of Law 4389/2016 and in the context of the implementation of the Third Memorandum of Cooperation.
The transition to this new era, both in the field of administration and in the organization of the PES's, marks the beginning of significant reforms in the management of their human resources, influenced by corresponding international practices implementing the principles of Tax Management.
The survey was carried out by the performance of anonymous survey questionnaires to the employees of the Public Economic Service of Katerini. Out of the 101 officials employed, 95 were surveyed. The results showed that there is a positive predisposition of the employees of Public Economic Service of Katerini to the aforementioned reforms, counting on a fairer and more meritorious treatment than in the past, but with a very important reservation and mistrust for the successful outcome of what the IPRM's Management is promoting both for their future as employees and for the future of the newly established Authority.
